Change qtwebkit's configure position
Qt4-webkit is removed on some distributions, including Arch. This is a security decision, see https://blogs.gnome.org/mcatanzaro/2016/02/01/on-webkit-security-updates/
Move the qtwebkit component to allow building qtopengl without having Qt4-webkit available.
