New "how to contribute" documentation

In relation with the license (cf. !100 (merged)), we need a "how to contribute" guide.

Basically, an up-to-date rewrite of this former guide we've had based on the pre-LinkML CI, merged with the new, but short, "how to collaborate" guide.
