CRAIG (Child Rights Advocacy and Information Governance) alpha release.
Phases 1-10 and 12 implemented with 966 tests (121 E2E, ~446 integration,
~186 unit, 28 vitest, 27 pytest).

This is pre-release software. API contracts are not frozen, no ATO
pathway has been completed, and Section 508 accessibility is partial.

Highlights since project inception:
- 8 REST API services (OpenStack-style architecture)
- 10 JDM rulesets across 2 jurisdictions (Georgia, Texas)
- 24 CLI commands (~144 subcommands)
- 25-page web UI with OIDC auth, htmx+Alpine.js
- Public intake service with SDK, JWS signing, multi-language SDKs
- CORS hardened, HTML sanitization via ammonia, dead code removed
