[ISSUE] Can't Move Momentum/Doom Bar

Description of the issue

Using v.13 I no longer seem able to move the Momentum/Doom bar on the screen.

Expected behavior / Proposed solution

In earlier versions, it was possible to move the bar to wherever was convenient.

Steps to reproduce the issue

1. Log in to v.13
2. Try to move the bar

Environment

• Browser with the issue: Opera
• Foundry VTT version: v13.348
• CONAN 2D20 version: v2.4.1
