Re-balance accuracy for all weapons using AccuracyMOA and HipDispersion
Most weapons not in the vanilla replacements have varying accuracy balance right now. I would like to re-balance all accuracy stats using MOA and HipDispersion while taking Move, Jump, and SightsDispersion out of the picture.
Example of properly configured weapon:

SWEP.HipDispersion = 202 -- Raise spread penalty when hip firing like TTT

SWEP.JumpDispersion = 0
SWEP.SightsDispersion = 0
Example of what I'd like to change:

SWEP.AccuracyMOA = 2 -- accuracy in Minutes of Angle. There are 60 MOA in a degree.
SWEP.HipDispersion = 600 -- inaccuracy added by hip firing.
