WM_DROPFILES disabled by EnableWMDropFiles used in win32callback.inc

I think this compiler switch should be removed.
It is possible to make file-dropping (from Konqueror etc) work for GTK1,GTK2 apps.
I can't see a good reason why we have to recompile the LCL on Win32 to enable the same on Windows, unless there's a problem I don't know about.
