Cannot maximize the application from a shortcut

• Lazarus/FPC Version: fixes_2_2 0e146d82, FPC 3.2.2
• Operating System: Windows 10
• CPU / Bitness: 64 Bit

Steps to reproduce

Create a new "Application", compile it. Send a shortcut from project1.exe to the desktop. At shortcut's properties change "Run" to "Maximized". Start the application with the shortcut, its not maximized. Do the same with Delphi 7 or 10.4.2 and the application starts as maximized.
