IDE crash with TCollection editor

Description:

reordering collection items in a particular way leads to an AV and crashes the IDE

Steps to reproduce:

- create a new form
- add a TListView
- add 3 columns
- open the column editor
- select the item 0
- click two times the "Down" button
- click "Add"
=> you should get the crash message.
