TForm.Constraints does not restrict resizing of the form

Description:

TForm.Constraints does not restrict resizing of the form, but after releasing the mouse button the form size will be changed to the appropriate constraints values.

This behaviour is looking ugly...

In the past the constraints did not allow to drag the borders of the form if the new values were out of min/max range.

Tested on Linux/XFCE (Gtk2)
