"Make Resource String" command availability

Description:

When you select a complete string constant (from the first ' to the last) with mouse or shift+arrow the command become unavailable. The other direction is okay.

This seems to be valid at first because the caret is outside of the string constant, but not handy. The selected text is a complete string constant and users assume commands to be applied on selection, not on caret position.

A little problem in this case is that Lazarus supports persistent block (selection) which can be far from the caret and out of view.
