(TToolbar)TToolButton behavior not compatible with Delphi

• Reporter name:

Description:

1. press down left mouse button on a TToolButton
   
2. move mouse pointer out of the TToolButton
   
3. release left mouse button

Delphi dose not fires a OnClick event, but LCL dose
