[Regression] [Patch attached] The behaviour of Val() differs for AnsiString vs ShortString arguments
<!-- See available text formatting: https://gitlab.com/help/user/markdown.md -->
## Summary
Wehn using Val(AString, AByte, ErrorCode) or Val(AString, AWord, ErrorCode), the behaviour of Val() depends on wether AString is a ShortString or an AnsiString.
If AString is ShortString proper rangechecking is done and the result doesn **not** depend on the state of RangeChecking.
If AString is AnsiString the behaviour depends on the state of RangeChecking:
- if RangeChecking is ON a RangeCheckError will occur if the string parameter is "greater than" the allowed range (e.g. '256' for Byte or '65536' for Word).
- if RangeChecking is off a string parameter "greater than" the allowed range will give an erroneous value and ErrorCode will be 0 (e.g. '256' will give 0 (Byte) and '65536' will give '0' (Word): the values "wrap around".
## System Information
<!-- The more information are provided the easier it is to replicate the bug -->
- **Operating system:** Windows 11
- **Processor architecture:** x86_64
- **Compiler version:** 3.3.1-8882-g427724e654 (as of today)
- **Device:** Computer
## Steps to reproduce
Compile and run the attached sample program.
## Example Project
[test.pas](/uploads/39855c1e662f527315c4fed246cbeb68/test.pas)
## What is the current bug behavior?
RangeCheck Errors occur and wrong values are returned.
Notice that when cross-compiling to x86_64, the errors also extend to Val(AString, DWord).
## What is the expected (correct) behavior?
No RangeCheck errors should occur.
All calls to Val() should set `Err` to a non-zero value.
