Update Wiki and install Extension Translate

Please update the MediaWiki software of http://wiki.freepascal.org and install Extension Translate if possilbe.

Updating should be a good step at all, even if the extension will not be installed.
The extension may help in translating wiki pages and get a better content alignment of the different languages.
