sysutils documentation update (for applied patch 39268)
This is sysutils.xml documentation patch for new features added in source#39268 (closed) (direct access to bit, nibble, byte, word and dword parts, and some bit and binary helper methods via ordinal type helpers).
Because of freepascal.org/lazarus/lazarus#39282 issue, just in case I have attached both full new sysutils.xml and sysutils.diff files, so you can choose if it will be more convenient to apply the patch, or just copy/paste from the end of XML file via text editor.
