Fix latest tag names for Debian and Ubuntu

The latest tag for Debian and Ubuntu should be named latest-debian-full and latest-ubuntu-full so that it is really a latest tag for these distros.
The same should be applied for beta-debian-full and nightly-ubuntu-full.
