desktop/fontconfig.bst: Support new cache ids from fontconfig 2.14

Valentin David requested to merge valentindavid/fontconfig-new-cache-ids-18.08 into 18.08

This was in 19.08 and so far there was no complain. So it should be safe to put the latest version of the patches to 18.08.

Compared to 19.08, this branch copies the patches from tagoh's repository instead of using his repository. This allows to have correct version in git describe and continue to track upstream repository. The commit in 19.08 was made as an emergency.
