elements/bootstrap/glibc.bst: upate to 2.28-98-g5cbb73004b (18.08)
This fixes following CVE:
This updates glibc 2.28 to the same commit used by fedora.
This also switches to tracking latest commits to 2.28 stable branch instead of tags which won't happen there.
Clear cpe data from stage1 which was wrong and isn't needed.
This is backport of 2b240462 and 8fb08a0a into 18.08 branch.
