components/harfbuzz.bst: Add patch to fix noto-cjk-vf otc

Noto CJK Variable OTC fonts, like Noto Sans CJK from https://github.com/googlefonts/noto-cjk/raw/main/Sans/Variable/OTC/NotoSansCJK-VF.otf.ttc are pretty much unusable with HarfBuzz 3.0.0. This patch, taken from the 3.3.0 release, fixes the problem. Not affected by the issue are static Noto CJK, variable language-specific Noto CJK OTFs, and variable region-specific subset Noto OTFs.
