Dates render one day earlier than entered (timezone offset)

Observed (v1.0.0): a date entered as 2026-06-30 in a date field (package profile dates, POA&M scheduled completion) is displayed as "Jun 29, 2026" in lists and detail pages. Looks like a date-only value being parsed as UTC midnight and rendered in the browser's local zone (server/browser west of UTC).

Expected: date-only fields round-trip unchanged regardless of timezone.
