Add Nonaction action type

Nonactions are different from free actions even though for the most part they behave the same. Big difference is that they can be done at any time unlike most free actions.

They're a bit paradoxical in that they're actions described as not actions, but this refers to game terminology with actions.

For example, Deflect Arrows feat allows you to deflect an arrow as nonaction.
