Add encumbrance level change target

Some effects alter your encumbrance level artificially without affecting how much you can actually carry: Bloatmage Initiate feat, stout solution, lodestone shaman hex.

As some of these effects are relative to your current level and some are absolute, this would allow modelling these artificial changes.
