Allow blind gm/private "rolls" from chat box to hide skill/spell windows

If the player has the blind/hide options toggle on the sidebar/chat box, it should be honored when triggering skills/spells so that a player and "secretly" cast a spell or use a skill. Meaning the spell/skill description box doesn't show at all to anyone other than GM and player.
