Dwarf PBs health revamp (!366)

Forgeworks is a sturdy building and should logically be as tanky as HoW.

HoW is weird cause it gets 5k starting health but only 1.5k added per level (just like all other PBs).

Changelog add

- Hall of Warriors:
--- Level 1 health reduced to 4000 (from 5000)
--- Level 2 health reduced to 6000 (from 6500)
- Forgeworks:
--- Level 1 health increased to 4000 (from 3000)
--- Level 2 health increased to 6000 (from 4500)
--- Level 3 health increased to 8000 (from 6000)
