Patch launcher should create Options.ini if it doesn't exist
If Options.ini doesn't exist, then the game won't start. Stupid people ask for help with this all the time, because they don't read the pinned topic in the tech support forum. Anyway, there's no reason the patch launcher could not solve this problem automatically by just creating Options.ini, so... it should.
Note: the patch launcher is (unfortunately) the only part of 2.02 that is closed-source (we are licensed to modify it for 2.02, but not to release the source code -- no, I don't understand why), so this has to be handled behind-the-scenes, but we can track it here at least.
P.S. Realistically, only Blue is qualified to work on this (where "qualified" is defined as "knows how to program" and "has Windows"). It should be pretty simple: just write the file (with whatever minimum contents are necessary to start the game; probably it's OK for it to be empty?) if it doesn't exist.
