Followup forum improvements

What does this MR do?

Addresses the change requests from beta testing the forum improvements. This includes only changes to the front end. All actions were possible before, but less conveniently.

  • Allowing forum moderators to post in closed threads. This was already possible by opening, posting and re-closing the thread.
  • Allowing to add new reactions in closed threads. Already possible via api, and if an emoji was already used by another person before (it was quite inconsistent)
  • Allowing to delete own posts in closed threads. This was already possible to moderators by opening, deleting and re-closing the thread and for everyone using the api.

How confident are you it won't break things if deployed?

    • Describe in a few sentences, what should be tested from a user perspective.
    • Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
    • Be aware, that also non technical people should understand.
