fix seed command in dev setup

What does this MR do?

I have noticed that in the dev environment there is an error message with the deleteImapFolderMails command. the reason is that we do not have an imap server in the configuration and should not have one.

I have added an exception for the dev environment so that the command is not executed there.

How confident are you it won't break things if deployed?
