update backend code quality tools

What does this MR do?

i bumped the usual quality/lint tools.

While I was at it, I reviewed what we're actually doing and concluded we can probably do without parallel-lint.

Also (if it works) includes nice Gitlab integration for CS fixer

How confident are you it won't break things if deployed?

CI will tell.
