Refactored the list of editable content to vue

What does this MR do?

New vue component for the list of content pages. This includes new REST endpoints for listing and deleting contents. Everything else in that table just links to other pages, like the one where you actually edit content.

How confident are you it won't break things if deployed?

Quite sure, but we should test with different permissions

How to test

  1. Checkout branch locally
  2. Login as userorga
  3. Open from the menu: System administration -> Inhalte bearbeiten
  4. You should see a list of content entries and be able to open the edit page for each of them

The same should be possible for admins of the quiz working group (userbot), start page group (storemanager1), the IT support group (storemanager2), and the PR group (also storemanager2). Each of them should see different entries that they can edit.
