Fix the old paths of working group pictures
What does this MR do?
Some old photos of working groups have a path in the form photo/[uuid] instead of workgroup/[uuid], which is why their paths were not set correctly. Broken since !2439 (merged)

- Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
- Be aware, that also non technical people should understand.
