[#79] add home district count to region top

What does this MR do?
It adds a count for home district users to the regionTop:
How confident are you it won't break things if deployed?

How to test
- Checkout branch
- Login as userbot
- Change your home district to Entenhausen
- Check forum from district Göttingen and see updated statistics. 149 users total and only 148 with home district.

In der kurzen Bezirks-Statistik oberhalb von Bereichen (z.B. Forum) wird nun die Anzahl "mit Stammbezirk" ausgegeben.
