little fixes and improvements to the ci-notify-outdated script
What does this MR do?
the output in Slack looks broken. I try to fix that. Also I made curl a bit more stable and finally added a real json-escape
How confident are you it won't break things if deployed?
can't test it locally so I have to wait for next Slack post. If it breaks, it does not matter at all. No harm to be expected.

- Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
- Be aware, that also non technical people should understand.
