add home region and verified icons to region member list

What does this MR do?

Adds two columns with icons to the member table of regions and working groups that indicate if a person is verified and if the region is that person's home region. In working groups, only the verified column is visible.

How confident are you it won't break things if deployed?

Very sure that it won't break anything. Concerning the layout, it might be a problem that the table is becoming too crowded.

How to test

1. Checkout branch locally
2. Login as userbot
3. Go to the member list of a region or working group in which you are a member

Für Botschafter*innen wird in den Mitgliederlisten der Bezirke wird jetzt angezeigt, wer verifiziert ist und wer den Bezirk als Stammbezirk hat.
