Resolve "foodbasket tooltip block button if only one enquiry is shown"

What does this MR do?

This MR solves the bug that the tooltip blocks clicking the button, if only one enquiry is active. (see issue for the bug behavior)

How confident are you it won't break things if deployed?

How to test

1. Checkout branch locally
2. Create with user A a foodbasket
3. Create with user B a enquiry for the created foodbasket
4. Hover via mobile/desktop over the red button. The tooltip should not blocking the button and clicking is possible again.
