Load community marker description from api
What does this MR do?
I would like to show the community markers in the app (see foodsharing-android!263 (merged)). For this we need an API endpoint that returns the bubble content, which currently is only the community's description. This MR adds the endpoint and lets the vue component load the description text from the api.
In a follow-up we could do the same things for store and basket markers.
How confident are you it won't break things if deployed?

How to test
- Checkout branch locally
- Open the map http://localhost:18080/karte
- Enable community markers
- Click on the marker
- See that the bubble's content is being shown

Once your MR has been merged, you are responsible to create a testing issue in the Beta Testing forum: https://foodsharing.de/?page=bezirk&bid=734&sub=forum. Please change the MRs label to "state:Beta testing". - Consider writing a detailed description in German.
- Describe in a few sentences, what should be tested from a user perspective.
- Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
- Be aware, that also non technical people should understand.
