Fix the url to api doc for dev env

What does this MR do?

The call http://localhost:18080/api/doc isn't working. It's redirect to http://web:8080/api/doc/. This MR change the url in symfony routing to from /api/doc to /api/doc/

How confident are you it won't break things if deployed?
