Select the community markers on a map

What does this MR do?

Replaces the input fields for coordinates in the community marker form with a map. This makes it easier to select a location. People don't need to look up the coordinates.

I added two general Vue components that we can reuse for other maps, i.e. in the settings.

How to test

1. Checkout branch locally
2. Login as userorga or userpr1
3. In the menu, go to Göttingen -> Ortsgruppenbeschreibung
4. Move the marker on the map and submit the form
5. Go to the map http://localhost:18080/karte, enable community markers in the legend
6. The marker should be at the new position
