What does this MR do?

On the district page you find "Options" in the menue if you are an ambassador.

This is meant to disable/enable the report and mediation buttons on the profile page

Release notes text

Für Botschafter gibt es einen neuen Menüpunkt für "Optionen". Dort können Bezirksoptionen eingeschaltet werden. Es ist möglich die technische Unterstützung für "Mediation Anfragen" und "Meldungen einreichen" für den Stammbezirk der Benutzer zu aktivieren. Anschließend können die Arbeitsgruppenfunktionen beantragt werden.
