orga users may 'delete' food basket

Closes #151 (closed) and closes #245 (closed)

What does this MR do?

Orga users see the delete foodbasket button on other users food basket. Hint : The delete doesn't actually delete the foodbasket but "moves it to the past" so it is not displayed anymore.

How confident are you it won't break things if deployed?

How to test

Steps a reviewer can take to verify that this MR does what it says it does e.g.

1. Checkout branch locally
2. Login as userorga
3. Go to a foodbasket from another user e.g. bot user
4. You should see a delete basket button and be able to press it.
5. After reloading the basket should disappear.
