What does this MR do?

Disables the report link on profile pages and, to be on the safe side, the corresponding xhr endpoints until the report system is updated.

Steps a reviewer can take to verify that this MR does what it says it does e.g.

1. Checkout branch locally
2. Login as foodsaver
3. Go to the profile page of any user
4. Click the report link
5. You should see the popup message
