Events should create e-mails for invites
Description
Currently creating an event invites the region via bell notification.
Why not allow to optionally invite via e-mail as well? (Describe the problem and the affected use cases)
Impact
All FS in a region, Mail quota. (Which users / user roles are affected? Why is it important to solve this problem?)
Proposal

Add the box "invite via email as well" when creating an event. (Standard: unchecked. mouseover: 'This sends emails only to those who have chosen that they want this kind of email invitation in their profile.') -
Add the box "receive emails for new events" in the profile of users. (Standard: unchecked)
When checked, foodsharing would send an email to noone but those in the region who had actively opted in for more mail on their profile. If we'd take this approach, the mail quota increase would be negligible.
The straightforward approach would be without the 'opt in'-choice in the profile, but would be heavy on the quota.
