After the quiz has been passed 3 times and is called again, no message comes

Summary

When I tested on my local system with Docker I noticed the following.

If you do not pass the quiz 3. times as a foodsharer, the message comes with a 1 month learning break. If you open the quiz again, then comes a page without a message.

Have tested also in branch master, production, beta.foodsharing.de and foodsharing.de.

Steps to reproduce

• Do the quiz as foodsharer 3 times so you do not pass.
• Then go to the quiz https://beta.foodsharing.de/?page=settings&sub=upgrade/up_fs.

What is the expected correct behavior?

There should be a info message for the learning break.

Possible fixes

I do not know since when this is generally so and what text should be displayed.
