Number of Ambassadors is wrong in region statistics

In the statistics for a region, the number of ambassadors shown does not always equal the number of actual ambassadors.

Steps to reproduce

Go to a regions statistic page. Compare the number of ambassadors shown to the number of acting ambassadors. Or look at the region forum and compare ambassadors to number in statistic (see screenshot).

What is the current bug behavior?

In Bochum, there are 11 ambassadors according to statistics. In Herne, there is one according to statistics. I'm not sure what is counted there, it is not the total number of people with ambassador status, that would be at least two in Herne, but 11 seems a bit much for all people with ambassador status and Stammbezirk Bochum.

What is the expected correct behavior?

In Bochum, there should be 3 and in Herne 1.
