Allow BOTs and store coordination to delete stores that never had a pickup

Description

There are a bunch of stores that never got (and probably never will be) used, so it would be useful to be able to delete the store if it never had a pickup.

Could legally further be allowed to stores where the last pickup was five or more years ago, but in that case there would be needed a solution for the pick-up statistics that could be lost.

Proposal

Add a delete button only visible to ambassadors/orga/store coordination. If the store can't be deleted because there have been pickups in the past, there should be an explanation text, why it isn't possible.

Should also not work if store status is still green.
