Create a French foodsaver quiz

Description

The French community wants to start working on their French foodsaver quiz. Therefor:

• Create a new Quiz in the database
• Make the quiz editable by admins of the French quiz working group
• Make the quiz readably by the members of that group
• For now, don't make the quiz accessible for new foodsavers.
