Loading large district / group fails - "Deutschland Forum"

Loading the newly created district for Germany (group with ~25.000 users?) fails.

Things to tackle:

• make Germany pages displayable (Forum, Fairteiler etc...) - maybe add SQL-Limit on users?
• have option (for BOTs) to contact all people in Germany District (when the last message was sent, only some of the ~25.000 people got it)
