• Add e2e test for missing secret flows, such as URLRoots secrets and Environment secrets.
• Add functional tests for secret operations in URLRoots and IPRoots.
• Make sure that the code contributions checklist has been followed.

What does success look like, and how can we measure that?

Tests for secrets are much more robust and cover more cases.
