oracle completion or expire

This is an escrow-like contract that should have the following properties:

• Funder sends pledge BCH to one of these contracts with a specific expiration block
• on or after the expiration block, the BCH is returned to Funder
• before the expiration block, a signed message from the completion referee allows the contract to be redeemed to the target funding address
