A service provider sees the save and publish buttons at the top of forms.

Acceptance Criteria

Given that I am logged in as a service provider,
when I create or edit an opportunity,
then I see the "Save for Later" and "Publish" buttons at the top of the page,
so that I can easily save my draft on pages that are long.

Background

This was a feature in the original Find It Cambridge. It would be helpful given people are used to it and some of the forms are long.
