A caregiver filtering for activities and services sees events and programs which are more focused on the selected options; Service providers should select (at most) 3 services or activities as their "main areas of focus".
Acceptance Criteria
Given that I am a caregiver,
when I filter my search results by a activity or service term,
then I see events and programs focused on that specific term before others that include additional service/activity terms,
so that I see the most relevant opportunities first.
Background
Some opportunities tag several activities and services as relevant to their offering, but are only tangentially related. It's safe to assume that a program with only one service term selected is going to be more directly related to that service, than another program with five different services chosen.
The more categories an organization has selected, the lower the priority it gets for that opportunity in search results; the fewer terms it picks, the more relevance it has for people filtering for the same term.
