Add user registration

1. 1. Add registration at the backend to generate a registration requests
   2. Add a list to accept the registration requests
   3. Add option to disable registration requests
2. Add option to block specific email adresses (eg. freemailer)
3. Add option to allow registration at the frontend from specific projects / projectlanguages
